Sadly it is not uncommon for people to be scammed into purchasing a puppy they will never get..
There are a couple of  simple things you can do to prevent this from happening to you...
You can phone the State dog centre to confirm that the breeder is actually a Regsistered Breeder with the A.N.K.C, simply phone there canine assocition of the state you are looking at purchasing a puppy and give them the Breeders Prefix & Name and they can confirm if they are a registered breeder.

There appears to be an increasing amount of initial contact from scammers being by an SMS text message sent to your mobile. The message usually offers to buy whatever you have for sale for an amount more than what you are asking. The country code may be 44 (UK) or similar. Please be aware of this.

Spot the scam! - A common scam is where a person will pay you more than you requested and then ask for you to refund the difference (or to pay the difference to their 'shipping agent'). Any request that involves a 'shipping agent' or a third party to collect the item/puppy for sale will nearly always be a scam.
